The community leaders are expected to report the level of shortage and engage in developing policy frameworks to address the issue. Nursing professional bodies also have to be up to date in terms of the demand and supply of nurses and will have to engage in identifying areas of high shortage and advice the government on how to deploy (Ross, 2005).
